MINUTES – August 22, 2018, 4:00 pm – 5:30 pm (Adopted October 3, 2018)

PRESS DISCUSSION
MBolliger discusses the article about the shuttle that has comments from committee members and expresses that media should be referred to organizers of TPAC projects like the Executive Director and/or the Chair of TPAC. He encourages members to redirect those calls to either of them. The reason is that often comments can be taken out of context and can put our projects at risk if incorrect comments are made.
ADOPTION OF JULY TPAC MINUTES – DYates proposed to approve the minutes, KWilson seconded. Committee approved.

SUPPLY AND DEMAND PARKING – Chris Armes
PBOT have presented a Parking Management Manual to Council which was adopted at the last meeting. Here are the highlights:
- Guidelines on managing right of way for parking, loading zones and time stays
- 2-hour time stays, 30 mins parking
- performance based pricing which we will work on from now until 2020
- event districts – Moda and Convention Center
PBOT is looking to implement these guidelines and it is online for us to review.
CEIC has a parking plan that was adopted by City Council it is grandfathered in for THE CEID…only loading zones would apply in the CEID but not the parking.
CEID PARKING ASSESSMENT AND PERMIT ANALYSIS SUMMEARY – Rick Williams
TPAC is on a 3-meeting plan, this is the second and we will discuss: based on the priorities in the plan and the data what would the consultants recommend? At the 3rd meetin,g we will hear the final recommendations, and TPAC will vote on the next phase of the on-street formatting and the permitting.

Original inventory suggested there were 6700 stalls in CEID but in updated inventory counts 7210 stalls in reality due to reformatting, combination zones (loss of a loading zone).
Peak-hour is between 11 am and noon when it goes to 83 %.
RECOMMENDATIONS:
- There are still 1 Hour stalls in the system (12 in sample zones).
Solution: Identify all 1 Hour stalls and convert to 2 Hour
- There are still No Limit stalls outside the buffer zone (54 in sampled zones)
Solution: Identify all No Limit stalls outside the buffer zone and convert to time limit appropriate to location.
- 2 Hour (signed) stalls have violation rate of over 40%. 2 Hour (metered) stalls have violation rate of 16%. Peak occupancy is 82% vs. 61% respectively.
Solution: Convert all 2 Hour (signed) to 2 Hour (metered).

- N Zone: 1,726 (25%)
- Grandfather residential: 58 (1%)
Estimated permits to be reduced (from 6,753)
as a strategy to lower peak occupancy in 2 Hour

DISCUSSION HIGHLIGHTS:
DYates and MZocoych– very little risk of getting a ticket – better enforcement needed
RWilliams – we will also be recommending better enforcement.
Buffer zone was established to create a buffer between the industrial and residential zones. Our goal is also to find no-limit areas and make them to what suits the given area.
STriato and JBennett – discuss when zone G will be sunsetted
CENTRAL CENTER IN MOTION DISCUSSION
TPAC asks that Rick and Owen evaluate the impact of the loss of 250 parking spots in the Central City in Motion project for the next TPAC meeting.
MEETING DATE CHANGE –
The next TPAC meeting will exceptionally be held on October 3 instead of September 26. All are invited to attend the CEIC Eastworks Enhanced Services District Open House & Social on September 26th from 4-7 pm. This event will take place at 811 SE Stark, Rooftop Terrace where we will network, meet our ESD partners and learn more about the ESD programs. Drinks and and snacks will be served.
